What is the Electrical Contractors Association, and What is its Function?
Informed health and safety standards are crucial to South African industries. The Electrical Contractors Association sets the standards for electricians. The regulatory body was formed in 1948 and registered under the terms of the Labour Relations Act and tasked with representing the interests and maintaining the standards of those employed in the country’s electronics and electrical sectors and, by extension, ensuring client safety and satisfaction.
The association is more often represented by the acronym ECA(SA) and should not be confused with the ECB (Electrical Conformance Board). Whereas the latter acts as an umbrella body, representing the entire industry and acting as a customer champion, the former is essentially an employer’s body.
The Role of the Electrical Contractors Association
There are several reasons why one may choose to join this association. However, while all have merit, the added standing that ECA(SA) membership bestows on its members is probably the most compelling. In practice, that added standing is a two-edged sword. Firstly, those who display proof of association membership tend to receive preference when tendering, especially for large projects. In return for appointing an association member, their clients ensure high-quality service backed by the association’s official certificate of compliance (CoC).

To these ends, ECA(SA) liaises closely with the SABS, applying pressure for any changes its technical committee deems necessary.

- Training Support: The association provides members with an extensive range of industry-related, accredited training courses. These are also open to nonmembers, but they will not qualify for the discounted rates that apply to members. - Contractual Support: The Electrical Contractors Association also has a committee that reviews contracts and tenders for compliance with the Joint Building Contracts Committee (JBCC). The latter is responsible for ensuring fairness and transparency within the construction industry. ECA(SA) members may seek advice and guidance with their contract and tender documentation from the association’s contractual committee.
- Labour Support: All electrical contractors in South Africa are required to register with the Department of Labour (DOL) and the National Bargaining Council for the Electrical Industry of South Africa (NBCEI). By contrast, membership in the association is optional but has another advantage. The body undertakes to assist members in the event of a labour dispute, saving them the expense of retaining an independent labour consultant.
